which leadership is of incredible importance: without high-quality leadership in law enforcement, fundamental social functions such as the prevention of crime and the protection of civilian rights cannot be assured.
This paper will use a hypothetical context to explore the development of a useful leadership development program for law enforcement. This paragraph helps the student introduce the hypothetical case involved
in the paper. Suppose that one were a leadership consultant and that one had recently been hired by the Hometown Law Enforcement Agency for the purpose of developing a leadership
development program that would exert some meaningful impact at all levels of the agency. This would require an approach that encompasses all the fundamental competencies of leadership and finds a
cost-effective way to instill and promote them in as many employees as possible. Many leadership development programs in the corporate context are reserved for just a few individuals within
the organization, such as a management training program that only admits the agencys top sellers. In a law enforcement context, however, it is important that leadership development include everyone in
the organization (Putney, 2011). It is, of course, unreasonable for all leadership development efforts to be expended on all employees, but it is critical that all employees are granted the
autonomy to demonstrate leadership capacity and that results be observed against benchmarks to single out individuals to receive higher tiers of leadership training (Putney, 2011). The training program itself
