throughout the work. One of the most important principles that the author relays goes to preparation. Preparation is an important part of good leadership. The boy scout motto is in
fact "be prepared." In many occupations, particularly professional ones, preparation can mean the difference between life and death. In terms of politics, this can be the case as well. Indeed,
when running a company or a city, preparation can go a long way to effective leadership. Guiliani says that those who claimed that the city was being too cautious did
not say that same thing after September 11th would come and go. In fact, many New Yorkers remember jokes about the Mayors underground bunker with its rather high price tag.
In the book, he proudly states: "My administration had built a state-of-the-art command center, from which we handled the emergencies that inevitably befall a city like New York, such as
the West Nile Virus, blackouts, heat waves, hurricanes, snowstorms and Y2K..." (Guiliani, 2000, p. 4). Some believe that this underground facility was a bit much, but after the trade center
disaster, few criticize the foresight the mayor had when he became involved in that project. When push comes to shove it is this sort of preparation that is important in
respect to leadership in a very general sense and the author brings this out in the book. Further, the mayor went ahead with the project despite voices of opposition. Here,
one sees another important part of leadership which is to ignore nay sayers if one believes in what he or she is doing. Accountability is another trait that Guiliani seems
to linger on in this volume about leadership. The old "the buck stops here" mentality is present and Guiliani contends that everyone should be accountable at all times. Taking
