who also later founded the important organizations Common Cause and Independent Sector, Gardner wisely believed that countries and businesses were only as successful as their leadership. During his public
service career and in later years, he articulated his theories on leadership and organizational management that could be applied practically to both public and private sectors. Recently, some critics
have suggested that Gardners theories were byproducts of the 1960s and 1970s political climates in which he professionally flourished. In his books and articles, Gardner took a commonsense approach
that was easily understood, that was long on philosophy and short on statistical data. This, he believed, would keep his theories relevant in ever changing business and political landscapes.
In his famous text On Leadership, Gardner examines the topic from an historical perspective. He attempts to define leadership that goes beyond the parameters of the charismatic individual.
Gardner argues that while the quality of good business and political leaders has deteriorated, this is not because the number of potential leaders/visionaries has declined since the time of Americas
Founding Fathers. Rather, he asserts there is a public apathy in government and in the workplace that prevent individuals from pursuing prominent leadership roles. The foundation upon which
Gardners leadership theories rest is his belief that morality is the most important component in any effective leader. On Leadership outlines nine attributes that are necessary for a leader
in any field to succeed. He further expands his leadership theories in the article "The Antivaccine Leadership," in which he distinguishes between leadership and management, and criticizes the higher
business education practice of emphasizing upward mobility over moral convictions. Rosenbach and Taylor incorporated many of John W. Gardners theories in their text entitled Contemporary Issues in Leadership.
