Effective leaders must be masterful in (1) communication ability and (2) negotiation skills, and they must be able to (3) make sound decisions
quickly. They also must be able to (4) modify plans and methods as other conditions change (GartnerEXP Defines Four Key Skills of Effective CIOs, 2002).
Effective leaders do have to be open enough to communicate well yet reserved enough that they are able to refrain from making inappropriate statements. The ability
to control situations and peoples actions is a necessary part of leadership, but far too many would-be leaders abuse control in taking it too far. This ability combined with
insight into others motivations and desires for themselves allows the leader to retain nominal control while allowing others to express creative ideas that can benefit the group and give them
the confidence that the risk of speaking out requires. 2. Do you believe leadership skills are learned or innate? Why? Give evidence for your position.
Why should it be that some people develop to be the "take charge" type who organize everything around them, while others are more laissez faire in their approach to
life and individuals? Leaders emerge from most sizeable groups; the thesis here is that the best answer to this old question is that leaders are both "born" and "made."
