The first foray into federal legislation directly specifically to domestic violence was the 1994 Violence Against Women Act (VAWA). That law was updated in 1996 and again in
2000. Though it provided actions and services that have been beneficial, it has not been able to stem the tide of domestic violence that continues to increase despite education;
intervention; shelters in virtually every community of any size; and other helps that various agencies, churches and social programs have sought to provide. It is clear that despite the
strides that have been made in the past, there are many more that need to be taken. What is unclear is what form those strides may need to take.
Federal, State and Local Legislation or Policies Federal As stated, the 1994 Violence Against Women Act was the first federal legislation that directly
addresses the issue of domestic violence. Though the title of the law appears to target women only, it is not limited only to violence against women. "According to
the VAWA Act, a domestic violence misdemeanor is one in which someone is convicted for a crime committed by an intimate partner, parent, or guardian of the victim that required
the use or attempted use of physical force or the threatened use of a deadly weapon (Section 922 (g)[9])" (Federal Domestic Violence Legislation, n.d.). In this context, "an intimate
partner is a spouse, a former spouse, a person who shares a child in common with the victim, or a person who cohabits or has cohabited with the victim" (Federal
