on the rise among Americas teenagers (Las Vegas SUN, 2003). Although actual data is impossible to gather, experts suggest that 30 percent of all high school students gamble at least
periodically (Las Vegas SUN, 2003). Some of the action among youth is small-time, including underage purchases of lottery tickets, dice games and card playing (Las Vegas SUN, 2003). Experts, however,
say the risk is great because when individuals begin gambling during their youth, it most often becomes a lifetime addiction (Las Vegas SUN, 2003). George Meldrum, from the Delaware Council
on Gambling Problems, commented: "This is the first generation of kids growing up when gambling is legal and available virtually nationwide. Casinos, racetracks -- they take it for granted" (Las

6,753 eighth graders surveyed in the study admitted they had gambled in 2002 (Las Vegas SUN, 2003). Kids who gamble are far more likely to smoke, drink alcohol, use illegal
drugs and commit petty crimes than are peers who do not gamble, which places additional risk factors in the faces of youth (Las Vegas SUN, 2003). An in-depth study in
Nevada found that 9.9 percent of youth are at risk of developing serious gambling problems and 2.2 percent of the adolescents already had problems (Las Vegas SUN, 2003). Las Vegas
is the seat of Clark County School District. The total population of the Clark County School District, including nine areas, was 1,321,317 in 1999, up from 1,188,112 in 1997 (NCED
