50 years has had as much impact on the administration of police agencies as collective bargaining by officers" (498). Indeed, police officers are civil servants and they are often union
members too. Of course, the fact that these government employees are attached to unions has been troublesome. Many people in critical positions such as police officers, are legally prohibited from
striking, but this is something that has not stopped police unions in the past. Unions are historically associated with policing. It was something that was thought about during the
1800s but it was not until the early 1900s that the Boston police would first align themselves with a union called the AFL ("Historical View of Police Unions"). Adler remarks:
" Teachers, police and firefighters are the most heavily unionized occupations in the public sector-a distinction they have held for many decades" (311). Of course, much has happened since that
time. During the early 1900s, when Boston police went on strike, there were a number of barriers and the police officers were simply fired ("Historical View of Police Unions"; Swanson,
Territo and Taylor 499). By the time 1959 would roll around, collective bargaining rights had been won in Wisconsin (Swanson, Territo and Taylor 499). The tide was turning. The police
officers would finally get adequate pay and protections from their departments. Collecting bargaining goes by state law. In states where collective bargaining laws are in place for the public
sector, the administration of the law is tied directly to the appropriate state agency (Swanson, Territo and Taylor 505). State laws vary but there are three types of statutes that
are generally found (Swanson, Territo and Taylor 505). One is binding arbitration and another is a situation where parties meet and confer (Swanson, Territo and Taylor 505). The final type
