The American flag, at first glance, is a hodge-podge of symbols that -- from an aesthetic point of view-- is remarkably busy. Yet this collection of stars and
stripes does an effective job of representing how 50 separate states-- 50 separate political entities -- can come together to constitute a larger whole. 2. LaPalombaras argument is that
the surface of Italian politics is not a good guide to real Italian political development. What does he believe is going on under the surface? At the beginning of
his book, LaPalombara compares Italian politics to a fifteenth century engraving entitled Battle of the Naked Men. He says that, at first glance, Italian politics seem just as chaotic as
this battle. However, as one critically observes the engraving, the viewer begins to notice the artistic principles of harmony and composition that give this artistic work a sense of unity.
In a similar manner, Italian politics seem chaotic on the surface, but closer examination reveals that in many cases, the strategies that have developed over the centuries serve
to keep the excesses of the Italian system in check and assure citizens of freedom from "political heavy-handedness" (ix-x). 3. Does the surface of American politics accord with its
