to live. This example is evidenced in the ongoing and continuing struggle with land reform in Brazil under the current administration of President Lula. Prior to 2003 it had been stated that the reforms were necessary in order to bring aid and relief to the poor farmers in the nation. In reality, this has not happened. There are several reasons for this. First, and quite simply, there are so many domestic problems facing Brazil that land reform often took a back seat. Secondly, land reform has a poor track record that stretches back nearly four decades(Lula Watch 2003). Part of the reason that they have been failing is that there seems to be a mismatch between those in power and those who actually do the farming. For example, many of the very large farms have been declared unproductive and have been shut down by the government. But, these farms are not unproductive, foreign analysts state, but rather they are unable to meet the impossibly high quotas which have been set by the administrations in the past(Mendonca 2001). If this sounds a bit like collectivism and quite a lot like communism, it is because that is exactly what it is. Why Brazil figures to succeed where other countries, including Cuba, have failed, is beyond logic or reason. Of course, the Brazilian government does not call it communism but all one has to do is look at the facts. First, no one owns the land because the government decides who will live on the land, who will grow what sorts of crops, and how much should be produced. There is no such thing as private property.
