In order to analyse the decision to bomb Serbs during the Kosovo conflict, it is necessary to look at some the underlying causes of the conflict itself, which in many
ways are complex and indicate the deeper international issues which played an important part in the strategic military decisions which were made at the time.
For example Dempsey (2004), writing at a time before American troops had actually been
deployed, sets out various scenarios which might well have occurred as a result of the complex political situation in Kosovo, most of which would have proved detrimental to American troops
and American interests: it is clear, therefore, that even without the benefits of hindsight the situation into which the government was prepared to place military intervention was far from straightforward.
Bovard (2004) sees Kosovo as exemplifying Clintons
"moralism . . arrogance . . refusal to respect law and (a) fixation on proving his virtue by using deadly force" (Bovard, 2004, PG) - in other words, the White
House was adopting a deliberately false perception on the likely progress of the conflict in order to further a specific agenda. Bovard also notes that although Clinton asserted that the
Kosovo operation was intended to protect civilians in Kosovo and deter the Serbian military from inflicting further harm on them, but in fact the CIA had already stated that a
bombing campaign would in fact increase the Serbians determination to drive out ethnic Albanians.
