Although there has been amazing progress towards creating a smoke free environment, it will be difficult to do until do so a strong core of young people exist who never get hooked in the first place. Ninety percent of all smokers begin smoking by the age of nineteen-sixty percent by the age of fourteen. (ANSR 1995) Perhaps a way to begin to create this core is to examine the effects that tobacco smoke has on those who do not smoke, but are simply in its presence. Many of us have been motivated to do something, take an action or a stand for some one else, when we may not be able to do it for our selves. Statistics abound and legislation almost passes. In December 1992 the Environmental Protection Agency classified passive tobacco smoke as a human carcinogen. Yet it also acknowledged that it lacked the authority to regulate indoor air quality and passive tobacco smoke in particular. In 1994 Congress considered a bill to ban smoking in all places except private clubs and restaurants. The bill failed. The Occupational Health and Safety Administration (OSHA) also considered banning smoking in all workplaces the same year to no avail. Only in the last six months has an agreement been reached to reimburse states for tobacco-related health care costs. With much moaning and groaning it appears that some of the wheels of the tobacco machine have slowed down. Yet the community whole-health process is only halfway completed.
