With the project to be implemented on Kava; with the development of a Child and Youth Facilities for a Better Community (CYFBC), there are a number of issues which will impact the way in which that the project is put into place. The first consideration for the project is the available resources. Kava has a high population of individuals a 15 under, this makes up 50% of the population. Therefore, in terms of development, this may indicate that there will be some difficulty in obtaining suitable labor to choose the demographic spread of the population. Labor which is available also needs to be considered in terms of its skills and experience. If labor is unskilled or does not have the required skills, there are two main options; bringing labor from elsewhere that does have the required skills, and/or training labor that is needed. When considering labor they should be examined in terms of the initial construction of the facility, as well as the ongoing ability to run the facility. Although the area is underdeveloped, there has been a development on the islands and as such it is likely there is a labor force with the relevant skills. The company has to go to identify and initializes labor. As the project is also a community project there is also the potential to benefit from other nongovernmental organizations on the islands, as well as community input.
