Inc. by K. Von Huben 10/2010 Please Introduction Hurricane Katrina was one of the worst natural disasters in the history of
the United States, and New Orleans is still trying to recover from it. This paper considers three aspects of the storm: the warnings; what it was like in the city
during the storm; and how far New Orleans has come in the five years since the hurricane. Discussion Warnings: Hurricanes are not like tornadoes, which can appear in a matter
of minutes. They form over a period of days, follow a well-known pattern as to when and where they occur and where they are likely to come ashore; and can
be tracked for days before they make landfall. Therefore, Katrina did not come as a surprise to the city of New Orleans; they knew the storm was on the way.
What they didnt anticipate was its ferocity. The forecast was explicit and grim: "The huge storm, packing 160 mph winds, is expected to hit the northern Gulf Cost in the
next nine hours and make landfall as a Category 4 or 5 hurricane Monday morning" ("New Orleans Braces for Monster Hurricane"; hereafter "New Orleans Braces"). It was also predicted that
the storm surge could be 28 feet high, ten feet higher than the levees surrounding the city ("New Orleans Braces"). It was generally acknowledged that the levee system was antiquated,
but no repairs were made. The National Hurricane Center had already reported that conditions along the "central and northeastern coast" were deteriorating, and Mayor Ray Nagin declared a state of
