Bill Clinton instituted his "dont ask, dont tell" policies in the early 1990s. One thing that did not change, however, is the policy prohibiting fraternization between officers and enlisted
personnel. A Naval commander warns his officers against it (Drew, 2000); an Air Force Master Sergeant warns that the old policies still are in effect (Lowe, 1995); and a
Judge Advocate General (JAG) analyst lists specific prohibitions against it (Rose, 2001). Of the three, the JAG office is most pragmatic, recognizing that personal dating relationships will happen regardless
of what the government dictates. It views such relationships as worthy of negative judgment, however, when they progress to the exercise of favoritism as has happened in this case.
