The Korean conflict, therefore, was the first physical effort on behalf of the United States and its allies to "contain" communism, a challenge that had been presented just three years
previously by U.S. President Harry S Truman in his speech before Congress which is now known as the Truman Doctrine. The United
States had revealed its interest in Korea during World War II, in the context of discussions about dismantling the Japanese Empire (The Korean War: Setting the Stage and Brief Overview,
2002). President Franklin D. Roosevelt at the Cairo Conference in November 1943, declared that Korea would eventually become free and independent (The Korean War: Setting the Stage and Brief Overview,
2002). The subject of Korea was raised again at the Yalta Conference, as President Roosevelt favored a trusteeship in Korea, in which the United States, Great Britain, China and the
Soviet Union would govern the country until Korea could manage on its own (The Korean War: Setting the Stage and Brief Overview, 2002). A vague agreement was made between Roosevelt
and Soviet Premier Josef Stalin, and everyone went home (The Korean War: Setting the Stage and Brief Overview, 2002). Roosevelts belief was that a U.S.-Soviet trusteeship in Korea would provide
incentive for the Soviet Union to enter the war in the Pacific (The Korean War: Setting the Stage and Brief Overview, 2002). Roosevelt, however, died in 1945 and as U.S.-Soviet
