"discharge statutory responsibilities with respect to public protection and juvenile treatment, care, and supervision" (Branham, 2007). II. BASIC RIGHTS The basic human rights bestowed upon juvenile offenders
are those that maintain a level of human decency afforded by a civilized society. Keeping in mind how the accused is innocent until proven guilty, minors receive the fundamentals
necessary to preserve their human rights. First and foremost to this effort is that they are protected from physical and psychological harm, not the list of which includes not
having access to food, sleep or basic hygiene used as a form of discipline. Abuse from staff or other juveniles is not allowed, nor is making them do any
type of degrading or worthless tasks. Their meals must be within health and safety codes as well as nutritionally sound. Clothes and linens are to be cleaned on
a weekly basis, they are to have the option to shower everyday and have access to one hour of daily activities. All emergency and routine health-related issues must be
made available to the juvenile, including dental, medical and behavioral by those qualified to provide said services (Branham, 2007). Discrimination by race, religion, language, gender, nationality, sexual orientation, disability or
personal beliefs will not be tolerated. Regulations, rights, procedures and policies that affect the juvenile will be readily provided to him so that he may have timely access to
