Congress asked for justification for allocating $3 billion annually in Department of Justice grants for juvenile delinquent and at-risk youth programs (Sherman et al., 2003). Both government funded and independent
reviews were performed on over 500 programs to determine their effectiveness in preventing crime and recidivism rates. It was found that some programs worked and some did not (Reno, 1996;
Sherman et al., 2003; Ashcroft, Daniels & Flores, 2003). In subsequent years, ongoing research and program oversight showed which at-risk youth preventative
programs worked and which did not (Sherman et al., 2003). Model programs were identified and federal grant monies continue to be awarded to programs that meet the model program criteria.
Many believe that they model programs fall short of their objective by excluding a larger share of disadvantage youth and minorities. While
it is true that disadvantaged and minority groups remain the largest group in prison populations, it is generally acknowledged that the issue is one of personal lifestyle choice, such as
a choice to continue a family tradition of gang affiliation, for instance. The model programs attempt to address this issue. Since lifestyle choices cannot be dictated, the model prevention programs
can be viewed as highly successful, with room to grow. Background and Literature Review
