until 1994 when they reached their highest figures; since that time, the percentage of such crimes as robbery, murder, aggravated assault and forcible rape have declined each year with the
span through 2001 indicating a 44% drop in juvenile arrests. Particularly encouraging is how the violent crime arrests in 2001 were the lowest since twelve years previous, which placed
juveniles with a lower number of violent crimes than adults. Overall, 2.3 million juveniles were arrested in 2001, which reflected four percentage points under the year prior and twenty
percent lower than 1997. Twenty-eight percent of the 2.3 million were female offenders (Snyder, 2003). Drug offenses and simple assaults displayed an increase in arrests as well as
in the number of females who commit them at 28%. This increase of females was notable for a number of reasons, not the least of which includes it reflected
a greater increase than occurred for most categories where males were arrested. Drug abuse violations and simple assaults that occurred between 1992 and 2001 indicated females as far and
away the majority of offenders at 201 female/110 male and 66 female/18 male, respectively. Minorities experienced disproportionate involvement in criminal activity by 2001 findings, with 43% black and 55%
white juveniles arrested for violent crimes when the overall juvenile population that year reflected 78% white and 17% black; property crimes had 28% black and 68% white arrests. Drug
