Clapp (2007) claims that gangs represent a primitive method of social organization. He writes: "Gangs were a means of survival in the Darwinian world of urban politics at a high
point of foreign immigration to the American city, showing that American democracy was forged not only out of stirring political debates of rights and the federal system by men of
reason and milder temperament but also by the courage and menace of those who struggled for advantage with knives, cudgels, and guns at the bottom of the social ladder" (Clapp,
2007, p.601). While today it does appear that the bottom echelon is thrust into the gang lifestyle, things are different today. The world is different. Gangs are different too. The
"gangsta" mentality is something that is glamorized by Hollywood and also something that is now found in suburban America and on rural roads as well. In fact, more art and
less violence is seen in cities today, and so, what emerges is a more complex portrait of juvenile delinquency and gang membership. While stereotypical gangs exist, things have changed a
great deal. First, a look at juvenile delinquency will help to shed light on this important subject. II. Juvenile Delinquency While gangs are a part and parcel
of the culture today, the concept of juvenile delinquency is rather elusive. Many do not dub children "juvenile delinquents" anymore. The terminology is still used, but it is somewhat pass?.
At the same time, courts may charge teenagers with the crime of delinquency. This is done because the catchall term juvenile delinquency is used so that youth are not charged
