In attempting to put back the missing elements of a stable and productive person, such programs have been said to be instrumental in realigning otherwise maladjusted youths. However, critics contend that there is no redeeming value to the brutality of boot camps and shock incarceration programs. The idea of boot camps and shock incarceration programs is to snap a juvenile offender back into form after completing a four-month curriculum. Thirty-five states throughout America have implemented one style or another of boot camp ideology, and the rest are soon to follow suit. Even Congress has rallied behind the effects of boot camp tactics to deal with juvenile offenders to the tune of twenty-one million dollars in grant money to support various construction and renovation projects (Schwartz, 1996, p. 47A). Texas is one state particularly fond of the results its boot camp and shock incarceration programs have to offer first-time juvenile offenders. David Nunnlee, spokesman for the Texas Department of Criminal Justice, says that the programs are "alive and well" (Schwartz, 1996, p. 47A) in two separate state prisons. Commenting on the fact that other states are closing their boot camps for lack of funds and poor success rates, Nunnlee commented "at this point, we still see the need for a special program like this that targets certain people" (Schwartz, 1996, p. 47A). Still, despite the fact that statistics show this type of rehabilitation proves to be more detrimental than beneficial, much of the public connects it with a common sense approach to combating juvenile offenders.
