nations, and it is notable that John Quincy Adams was instrumental in formulating both of these issues.
At the time of the Florida purchase, America had already succeeded in acquiring Louisiana and was intent on also incorporating
Florida in the acquisition of territory. Adams, who was the secretary of state in Monroes administration, was the only person who was able to persuade the Spanish that signing away
their claims to the states east of the Mississippi in return for the US relinquishing their own claims to the area which later became Texas was a productive political move.
He took an assertive rather
than an apologetic stance and pointed out a number of pragmatic and inarguable facts to the Spaniards. For instance, the Spanish-American treaty of 1795 required that the Spanish maintained control
