the Japanese agreed to an unconditional surrender that placed the reigns of power completely in the hands of the United States. General Douglas MacArthur was named as Supreme Commander
for the Allied Powers and began a program aimed at rebuilding the political and economic structures of Japan, based on the democratic and capitalist pattern of American growth. The
goal of the occupation was to change the political structure of Japan and to assist in the rebuilding of its economic foundation. It seems to have worked: the government
shifted from a military economy to being business-oriented, using regulations and support services to help private industry. The partnership between business, the government and the politicians has been a
major factor in providing opportunities for international trade as well as a restrictive force in the development of an aggressive policy of militarization. Its domestic economy, once it had
been rebuilt during the occupation, remains stable, due to the restrictions on imports as well as the high level of nationalism (Anonymous, 1994). It is the Japanese propensity toward
nationalism that remains a threat when considering the development of a world class military organization. The new, post war, Constitution included guidelines and restrictions on the militarization of
Japan, however, many strategists and political scientists believe that the restrictions are artificially limited in that the political barriers of public opinion and constitutional impediments - as well as the
alliance with the United States and the fierce regional opposition to radical changes in Japanese defense policy are easily overcome. In fact, there have been significant changes over time
