is in a crisis mode and should be reformed. They in fact have demonstrated strong support of deregulation. Economic and political International pressures will compel significant liberalization of the Japanese
economy and fundamental change is only a matter of time, and is just around the corner. But is this really true? Will the Japanese economy change in the twenty-first century?
Has it changed sufficiently already? Many questions loom and there are two sides to every story. To answer the questions at hand, it pays to look at recent Japanese
history to explore this question. First, however, a peek at how Japan did during the 1990s is in order. It should be said that Japans economy did not fare
well during the 1990s. In part, this was due to the Asian economic crisis but that was only a part of the story. For approximately five years time, the European
Commission noted that "bolder market-opening measures" should be taken in Japan in order to deregulate their economy ("EU/JAPAN," 1999). The report claims that Japan should take the plunge if
it will really shake off the lethargy that was found in its economy (1999). That is, during the period between approximately 1994 and 1999 there were problems. It
was hoped that Tokyo would contemplate the conclusions to come from the report and take the recommendations to heart (1999). Significant elements of recovery had to do with structural
reforms that were akin to appropriate fiscal and monetary policy as well as quick resolution of the crisis relevant to the financial system (1999). The "Japanese regulatory governance system" has
