A pivotal event for Japan that occurred in 1990 was the defeat of the Liberal Democratic Party, which suffered defeat in both houses of the Japanese Diet for the firs time since the partys formation (Gordon 310). An event that played a significant role in this development was that the "speculative bubble of the 1980s" burst in 1990, in "spectacular fashion," plunging Japan into state of economic stagnation that lasted for the rest of the decade (Gordon 310). The first sign that the Japanese economy was in trouble was when stock market prices began to decline. This decline was a direct result decisions made by "powerful bureaucrats in the Ministry of Finance, who had instigated a program in 1985, "with the Plaza Accord of the G-7 ministers," that was intended to "stimulates investment and promote domestic consumption" (Gordon 310). However, the government realized that the surge in land and stock speculation had achieved dangerous levels and they began to tighten credit in the hopes that the bubble could be deflated slowly (Gordon 314). But the bubble burst despite these efforts. The effects of this development were not immediately evident in the economy, as Japan continued to have huge trade surpluses both with the US and Europe (Gordon 315). Consequently, there was considerable pressure on Japan to open their domestic markets further, which was successfully accomplished by the GATT (General Agreement on Tariffs and Trade) agreement in 1993 (Gordon 315). This committed Japan to admitting imports of such items as rice and other farm goods (Gordon 315).
