process for some time had remarked that Gore really won. He won the popular vote. But anyone who went to grade school knows that the electoral process is what elects
a president, and not the popular vote. Many average people do not understand why this democracy does not allow for such a provision. Why is the electoral process still used?
After all, it seems that it has little purpose anyway. On the contrary, James Ceaser argues that not only is the electoral process a necessary component of what the Founding
Fathers desired, but it is also a good thing. In his work entitled Presidential Selection: Theory and Development, Ceaser argues that there were three major shifts in the election process.
He begins by describing the initial model created by the Founding Fathers, and then two other trends, one that would come on the heels of the Van Buren presidency, and
the other, more substantial change with the Woodrow Wilson presidency. In examining this author it is important to note that he seriously holds that the delegate selection changed
from closed caucuses that were controlled by an old fashioned mechanism to today, where primaries are held, and this is a substantial change. He claims that the current process is
too open to outsiders. In fact, if one registers with a party within an allotted time frame, they are allowed to vote in the presidential primary. This represents a significant
