of International Affairs edited by Cathal J. Nolan. In his introduction to the book, Nolan makes some interesting and important points about the essays in the book and the subjects
they cover. He notes that decision makers face ethics questions in real life that are often "dirty, gray, uncertain choices, which once made are likely to be forever unsatisfactory to
the moral purist or political ideologue."1 Further, moral issues as they exist in foreign policy are "great and difficult dilemmas," rather than "hurdles in the path to political sainthood," and
the people who have to face these dilemmas are only flesh and blood individuals working under a great deal of stress, with limited time and enormous pressure on them.2 They
may not have all the information they need, or they would like to have, and so they have to do the best they can, sometimes without arguably important facts that
could alter their decision. By introducing the book this way, Nolan gives readers a glimpse of what the other authors want to accomplish. Jackson states his aim quite clearly: he
wants to "outline the normative criteria involved in the ethics of statecraft."3 He argues that the ethics of statecraft is about the difficult choices facing men and women who, as
leaders of nations or in other similar posts, have to make far-reaching decisions about world affairs in a world over which they have little or no control.4 In setting
out his theories, Jackson argues that there are two conflicting approaches to the ethics of statecraft: realism and another approach that comprises two more: legalism and humanism.5 Under a doctrine
