years old? Many argue that placing juvenile offenders in a lock down facility only hardens the young into lifelong patterns of criminal behavior, not to mention the psychological damage done
when sexual or physical abuse occur. Given this, then, can placing juveniles in prison benefit anyone? The intent of this paper is not to excuse the wrongs done by
juvenile offenders, nor is its purpose one of leniency. Rather, what seems to be suggested by the various studies done is that juvenile offenders, the average tax payer, and the
already overburdened prison systems, would benefit from a different structuring for juvenile offenders as opposed to a one size fits all system patterned after the adult institutions. The last
decade saw an enormous surge in the amount of juvenile offenders being sent to prison, many of them to adult lock downs. This is due to several factors. First, because
of the rampant criminal activity, there was pressure on the politicians and the law enforcement systems to do something. The response, then, was to get tough on younger offenders. Secondly,
and as a result of this, there was a change in the way that the courts (read..judges) were to view juvenile offenders. For particular cases, judges were now allowed to
deny some young offenders its protective jurisdiction and transfer them to adult court"(Podkopacz 997). The problem with this, however, is that when the protective jurisdiction is removed, in effect, these
