Police School. Since that time, repeated claims have been made that police supervisors and officers have taken money from potential candidates to secure the answers to the entrance examination,
an act that essentially ensured their admission to the school. Potential candidates who cannot afford to pay the money for the test answers generally are not admitted, regardless of
their level of knowledge or experience, because other candidates are able to procure the answers necessary to ensure a perfect score. The question raised, then, is whether the
behavior of these supervisors, whether publically disclosed or not, is ethical or unethical. Though it may appear clear that this type of behavior is unethical and represents police
misconduct, the situational factors can shape how these actions are perceived (Sherman, 1978; Siegel, 2008). The focus of this study will be to assess the internal problem
of corruption and the use of bribery/extortion to ensure that certain people are accepted to the National Police School, while others are not. The study will evaluate both the
qualitative and quantitative reasons for the problem and the underlying theories about criminality and the participation in unethical behaviors in the organizational hierarchy (Camerer, 1997). This study will look
specifically at the issue of the question of the ethics of these behaviors in the National Police School, while recognizing that similar types of corruption have occurred in other organizations
in this region of the world, including organizations of higher learning. As the Director of the National Police School in Ivory Coast, relating the problem of mismanagement in
