four groups: utility, feasibility, propriety and accuracy (Koplan, et al). Utility standards refer to the information required for evaluation and refer to such items as "identifying those who will be
impacted by the evaluation, the amount and type of information...and the clarity and timeliness of evaluation reports" (Koplan, et al). Feasibility standards refer to factors that ensure that the
evaluation will utilize "practical, non-disruptive procedures," which acknowledge the presence of differing political agendas (Koplan, et al). Propriety standards refer to factors that ensure that the evaluation is ethical
and that procedures protect the "welfare of human subjects" (Koplan, et al). Accuracy standards ensure that the evaluation procedures produce findings that are correct. This includes such factors as describing
in detail the "purpose and methods of the evaluation" (Koplan, et al). Each of these categories presents challenges that must be met. For example, a utility standard is that
personnel conducting the evaluation must be both trustworthy and have the skills required to perform the evaluation (Ramlow). Feasibility includes both the political viable and cost effective (Ramlow). Propriety standards
address respecting the dignity and worth of others as evaluators interact with those individuals associated with the evaluation procedures and accuracy standards include collecting, processing and reporting information in the
evaluation in a manner that allows all data to be systematically reviewed for errors (Ramlow). These challenges are just a few of the many faced by program evaluators that have
