a paradigm that is used throughout accounting. It is a statement that will give the theoretical framework for the project in terms of the principles that are used and the
goals that it had. For example there is a conceptual framework that is used with the accounting profession by the relevant national bodies in order to outline the role of
the accountant; in the US these are the Statements of Financial Accounting Standards and are issued by the Financial Accounting Standards Board, in the UK this is the Statement
of Principles that are issued by the Accounting Standards Board. If this is a framework that is seen as suitable by the accounting profession bodies to regulate and control
the sector, then we must seriously consider its adopting in smaller scale projects as a valid method of continued evaluation. There are many arguments against this approach. In laying down
the criteria in this way there is little rook for emergent strategies and the development of a project outside of the boundaries. Many new developments that add value top a
company may be find out due to a mistake or a side issue on another project. The well known drug Viagra was first developed to be a heart drug, the
well known use today, to help with sexual problems was merely a side effect, and had a strict conceptual framework been on place this drug may have been rejected as
not meeting the correct criteria. If the conceptual framework that is used by the industry can be as the equivalent of a constitution, giving the guidelines, then it may
