trade negotiations. Although this may be the case, international companies themselves are becoming more environmentally responsible and are finding that preventative measures against pollution are actually more cost efficient that
post-production clean up. Companies are also finding that producing green products are also more marketable for a more environmentally conscious public. In addition, new markets are opening up for an
entire new area of pollution and emission control products. This being said, international trade policy is beginning to fall behind many of the environmental policies which countries have already adopted.
Although the federal government has proposed the new mandates which will include environmental issues in trade negotiations, no guidelines have been published as to who the environmental negotiators should be
and public disclosure has still not been confirmed. Environmental Issues and Trade Policies Recently, international trade negotiations and conferences have been protested by multiple environmental groups concerned that
trade and trade policies will trade-off global environmental concerns for increased profit. Environmentalists and most of the American public believe that formal negotiating trade proposals be made public prior to
conferences just as Congressional bills and Federal regulations currently are (Blackwelder, 2000). Currently Free Trade Area of the Americas (FTAA) Agreement negotiations remained secret to the public whereas multilateral environmental
agreement negotiations are given full disclosure to the public. Also, the USTR committee on trade policy has an uneven balance of members who have environmental concerns in regards to those
