The years preceding the U.S. Civil War were filled with controversy over several key issues revolving around slavery, issues that ultimately
led up to the Compromise of 1850. The nation was split between states that considered themselves free states, i.e. slaves that prohibited slavery, and slave states. The majority
of citizens that resided in the slave states regarded slavery not just as a necessary institution but also as a just one. They took the stance that white slave owners
were entitled to own slaves as a part of "hereditary privilege", even that the arrangement was as beneficial to the slaves as it was to the slave owner. Slave
states economies were so tied to the use of slaves that they considered any political move that remotely threatened their right to control their own affairs an affront.
The so-called free states, of course, were primarily northern states while the slave states were primarily southern states. The Mexican-American War culminated
in 1848 and the territorial issues that arose from that War, territorial issues involving Texas in particular, were considered a potential threat by the slave states because they had the
potential of tipping the scales in one direction or another in regard to free verses slave states. California had just become a free state and the slave states were
desperate to restore a balance between free state and slave state representation in Congress. Consequently, the Texas region was split into five states.
