emphasis is understandable given the long history of unrest which has characterized the young nation. Many, however, contend that Israels domestic policies are ineffective in attaining peace because she
concentrates too much on her own internal security. The intent of this paper is to demonstrate just the opposite, to demonstrate that Israels domestic policies are a direct reflection
of the threats which are waged against her from the outside. It is not Israel that we should blame for the long history of warfare in the Middle East
but rather the Arab states who oppose her existence. The first task in accomplishing our stated purpose is to illustrate the degree of
criticism which Israel is so frequently subjected to. Teepan notes, for example, Israels tendency to put security first in her domestic politics while at the same time remaining largely ineffective
in blending security with peace. He contends that the: "result, for now, is an
awkward standoff sustained by equivocations and hesitations, with Israel more immobilized by the indifferent credibility of Palestinian negotiators than enlivened by its own confidence and creativity. A population that polls
reliably for peace is led by a government that seems scared to death of everything it would take to achieve that"
Despite such contentions, Israeli domestic politics are anything but unsure and uncreative. Nor are they irresponsible or the act of an inept government.
