Nations have fought for the right to call themselves a democracy, while others have endured great hardships and constant battle without ever achieving its liberating results. Uganda is
one nation that has rallied back from severe oppression to be able to claim the democratic way of life as its own. Democracy had its beginnings in ancient Athens; at
the height of Athenian democracy, Pericles delivered a eulogy that honored the Athenians who lost their lives during the onset of war. His account, as reconstructed in The Funeral
Oration of Pericles, called to attention the fact that a true democracy is controlled by all the people, not just a relative few who abuse its inherent intention. Pericles
reminded his listeners that the law recognizes all at the same level, giving no favors to those who may have more financial status or a better class standing. His
approach was to teach that the principles of democracy were very simple yet very powerful: it is to benefit the people as a whole. Particularly important in his speech was
the fact that a persons social or monetary situation did not play a part in whether he was permitted to participate in a democratic environment. Said Pericles: "No one,
so long as he has it in him to be of service to the state, is kept in political obscurity because of poverty" (Thucydides PG). This rang true for
those who were not as well regarded in the community as others may have been, for Pericles recognized the deeper contributions people make above and beyond their material ones. As
well, Pericles announcement condemned the poor treatment of neighbors, saying that everyone had a right to live his life as he chose, not having to tolerate "black looks" (Thucydides PG)
