the management does not develop a plan for human resources, they will have no idea of where they are going or if they are hiring the right people. In fact,
they wont even know what skills are needed for the company to succeed. One of the many important tasks of the human resource department is workforce planning (Sullivan, 2002).
Workforce planning is "a systematic, fully integrated organizational process that involves proactively planning ahead to avoid talent surpluses or shortages" (Sullivan, 2002, p. 46). However, it is an area that
receives a great deal of talk and very little action (Sullivan, 2002). Why is human resource and more specifically workforce planning not emphasized in many companies? Sullivan suggests it is
because the human resource department does not have a strategic plan in place (2002). Business cycles have peaks and valleys, times of growth when more talent is needed and
times of little or no growth when less talent is needed (Sullivan, 2002). Lacking a strategic plan, the human resource department is in the position of reacting whenever a shift
occurs in the business cycle. They will over-hire in times of growth and then be caught with a surplus of human capital when times are slow (Sullivan, 2002). Walker reminds
the reader that: "Strategy is not about future decisions, but about the future of todays decisions" (2001, p. 14). It is about the human resource leader doing her own reading,
her own listening and her own thinking to develop a forecast (Walker, 2001) about the future in the industry and the future needs of this company. After analyzing the information
