light of democratic ideal has burned brightly upon all Western civilizations as the fairest way to govern citizens. Americas Founding Fathers picked up the Greek ideological torch, and the
United States has continued to proudly carry it for all the world to see as the democracy standard bearer ever since. Today, democracy is defined primarily from a liberal
perspective, and is understood to mean "the rule of the people" (Plattner 171). Unfortunately, nation states have grown to such an extent that the true democracy espoused by the
Greeks has become an impossibility (Plattner 171). But as democracy has evolved and streamlined to meet contemporary needs, several distinguishing properties have emerged. Democracy requires a multi-tiered structure
in which federal, state and local governments interact and combine to form one strong, singular unit, and a bureaucracy to preside over administration. Suffrage or voting rights for all
adult citizens and the election of leaders ensures the democratic government reflects their needs and protects their domestic and foreign security (Plattner 171). Article 21 of the United Nations
Declaration of Human Rights officially sanctioned the desirability of democracy and its properties as long as citizen rights remain the primary objective. It states, "Everyone has the right to
take part in the government of his country, directly or through freely chosen representatives... The will of the people shall be the basis of the authority of the government; this
will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures"
