have often been under no obligation to declare their plans and arguing that there is a need for nuclear technology in order to provide power for a rapidly increasing population.
Iran is a major oil producing nation, however, it was argued by the Shah many years ago that oil, which is an exhaustible resource, should not be wasted on
electricity generation, instead it should be used for high value goods so that it is not wasted. The stated desire of the government is to pursue nuclear power as a
way of generating electricity. This argument is supported with the levels of gas and power that are already imported, 5.2 billion cubic meters of gas in 2004, by Iran to
support a population that has doubled in only 20 years (CIA, 2007). Looking at the situation today where there has been international disagreement and the imposition of sanctions a
reader may be forgiven for interpreting this as a relatively new situation. However, this is not the case. The reality is that the nuclear programme in Iran has been in
operation for some time. The programme was initially launched during the 1950s with the help of the United States (Roe, 2007). To
look at the development of Irans nuclear programme we need to start in 1953. It was in this year that and coup took place deposing the Prime Minister; Mohammed
Mossadegh, who had been democratically elected. The coup, which was backed by the CIA, replaced the Prime Minister with Shah Reza Pahlavi as the head of state (De Luce, 2003).
