Iran has a history of neutrality. This 21 page paper examines the way in which remaining neutral has served Iran especially in the First Gulf War which followed shortly after the Iran-Iraq war. The paper starts by examining the concept of neutrality and the law of neutrality in the international context. This is used as the theoretical basis from which the behaviour of Iran can be scrutinized. The paper then looks at the events such as the flying of aircraft to Iran in 1991 and discusses how this could be interpreted. The bibliography cites 23 sources.

1. Introduction There are few events of the twentieth first century as controversial and widely watched as the
war in Iraq. This has not been the first time the US and allies have gone to war in the Gulf, Iraq invade Kuwait in 1991 which then saw the
US push the Iraqi forces back. In both of these wars neighbouring Iran has adopted a neutral stance. In this latter war the need for neutrality may be seen as
of paramount importance due to the high level of press coverage and the fears of being drawn into a war which would cause them to suffer whatever side as chosen.
However, the First Gulf War was a different situation, the role of Iran had little, if any attention and the situation of the country was different, meaning the position of
Iran in the past needs to be considered in a different light and may also lead to a greater understanding of the current position. It may be argued the concept
of neutrality was seen differently by Iran in 1991 compared to the current position. 2. Neutrality law in the context of contemporary international law To understand the
position of neutrality and the impact this has on international relations we need to consider the role of international law and the position of neutrality. 2.1 Neutrality in International Law
Prior the Second World War international law and the Law of Neutrality were widely discussed, these attracted a great deal of attention (Vagts, 1998). However, today the position is different,
