Recently, Vietnam instigated Build Operate Transfer, which is a new form of investment that allows foreign businesses a greater degree of flexibility. There are numerous projects which are currently available to British corporate investors, so theoretically both large and small companies can participate in investment. At present, Vietnam needs urgently to improve its infrastructure, and therefore is seeking capital investment for this purpose. Consequently, opportunities for investment can be found in areas such as power and energy, education and training, and environmental technologies. Clearly, this could productively be allied with the manufacture and export of electronic goods. Vietnam is rich in human capital, having a young and mostly well-educated population forming a skilled labour pool. In addition, it has a large market for capital goods and long-term consumer goods. However, as Tanikawa (2004) points out, any company which was considering investing in Vietnam would do well to take a broad perspective not only on the countrys recent economic development but also the constraints which might affect its future growth. The country has over the past ten years initiated a number of market reforms, such as privatisation, the relaxing of business legislation and opening up to foreign capital.
