Employees expect to see the value of their own pension accounts consistently increase over time, of course, and the same is beneficial to employers as well. One of the methods by which portfolio managers can increase the growth of investment value is to invest some of the available funds in offshore entities. Growth in all developed nations has slowed, and investors no longer can expect the great gains of the past (The benefits of investing offshore, 1998). Institutional investors seek safety over return, but growth over time is still the goal. The purpose here is to assess the wisdom of investing offshore, particularly as it relates to pension fund management. Advantages and Disadvantages Historic US Activity The US stock market increased at historic rates throughout most of the decade of the 1990s. The Dow Industrials flirted with the "magic" mark of 3,000, a level that many long-time investment analysts maintained was not possible. The Dow nearly crossed into 3,000 territory long enough to close there on several occasions prior to the Gulf War in 1991 and finally did surpass the 3,000 mark after the wars end and the acknowledged end of the last recession that would occur in the 1990s.
