considers a current piece of legislation. Discussion In order to become law, a piece of legislation goes through a long process that involves both the House and Senate. The bill
begins in the House, where it is introduced by a "Member, a group of Members, a Standing Committee or a Majority of a Committee, after being written in proper form
by the Legislative Council" (Richards, 1977). Next, the bill is given a number, read for the first time, and assigned by the Speaker of the House to the proper committee;
it is also printed and distributed at this time (Richards, 1977). The next step is consideration by the committee, which then reports its findings to the whole House (Richards, 1977).
The Rules Committee has the task at this point of determining if the bill is "constitutional and in proper form" (Richards, 1977). The Rules committee puts the bill on the
calendar and the Speaker decides the order in which it will be considered (Richards, 1977). At this point the entire House, acting as one committee, debates the bill; finally,
it is read again and voted on (Richards, 1977). Since this is a very short paper, lets assume it passes quickly. If it does, it goes to the Senate where
it is "First Read" and then held over for one day (Richards, 1977). After a day there is a second reading and the President of the Senate refers the bill
to committee, just as the Speaker does in the House (Richards, 1977). The committee debates the bill and reports its findings to the entire Senate, at which point the "Committee
on Rules agenda becomes the calendar for Committee of the Whole and after 5 days president designates which measures are to be placed on Active Calendar of the Committee of
