discusses two questions: whether or not the Internet should be governed; and Internet security and other issues in the Bahamas. Discussion Internet governance, broadly speaking, refers not to censorship but
to the need for there to be some sort of international legal agreements over how to manage the Internet. Crimes are perpetrated over the Internet, millions of business transactions are
made each day; money is moved and people shop. At times, people are spammed or cheated by others. Internet crime has become so common it has a name: cybercrime. Obviously,
there has to be a way to prosecute those who use this medium illegally. That it what we mean here by the term "Internet governance." This is not an easy
task, for several reasons. First, despite the fact that great care has to be taken to address all questions of policy, governance and regulation dealing with the Internet, which is
still an evolving medium (Cute 2007). Second, not all stakeholders have the same level of understanding of the Internet, which may make it difficult for some groups to understand the
importance of various proposals: "For example, a great deal of focus in the IGF remains on critical Internet resources which, to date, has meant domain names, root servers and IP
address administration" (Cute 2007). There is obviously a great deal more to the Internet than these elements and everyone must have the same understanding of it before any meaningful governance
can be enacted (Cute 2007). The Governance Project notes that its time to acknowledge that "global Internet issues will require institutional innovation, both in the negotiation process and in the
institutional mechanisms that the process proposes" (2004). Any oversight will require that industry, government and civil society become involved and participate fully in regulating the Internet (Governance project 2004). Zdnet
