It is a certainty that this number has increased. In order to receive federal funds designated to support technology, public schools must utilize software filters that are complaint with the dictates of the Childrens Internet Protection Act (CIPA) and other similar legislation that is designed to protect young users from "online predators, pornography, hate sites and other unacceptable content" (Losinski, 2007, p. 50). This body of law mandates that schools formulate Acceptable Use Policies (AUPs) that indicate precisely how students are allowed to use the Internet while at school. However, there is mounting concern among educators that simply installing a filter program and publishing an AUP is not sufficient for safeguarding students or with providing students with the information/Internet skills that they will need in later life. The principal dilemmas and conflicts associated with AUPs and Internet censorship in the K-12 educational environment concern how to keep students safe. However, within the Denver Public School system, despite the presence of a filter program designed to block access to inappropriate sites, it was found that were 150,000 attempts by student to visit the MySpace site while at school in September/October of 2006 (Losinski, 2007). Social networking sites, such as MySpace, provide an ideal environment for Internet predators. Todays technology-savvy teens get around filtering programs by proxy tunneling and this strategy must be taken into account and blocked (Losinski, 2007). On the other hand, the world of the future belongs to people who are computer savvy and know how to use the Internet, which includes the skills of information literary, that is, knowing where and how to find reliable information, which are skills that are difficult to develop in students when Internet access is severely limited.
