as well. IMPACT ON TARGET SITUATION Estimates offered by the Immigrations and Naturalization Service suggest that nearly four million undocumented immigrants already reside within the United States, and between
two hundred fifty and three hundred thousand more find their way in each year. Not only does this constant influx cause economic, social and legal problems for the host
country, but it also brings about human casualties. As happens along so many borders, those attempting to bypass patrol zones and slink undetected into the country often find themselves
in precarious situations. In one incident alone, fifteen illegal immigrants were found dead in the Arizona desert when they did not make it to the American border. And
if they had, the United States taxpayers would have had to pay for their medical attention (Specht 1994). Essential to the formation of NAFTA was to be the tremendous economic
opportunities it was expected to offer in numerous industry sectors. Those that were to take advantage of such fortuity included areas of tourism, construction, financial, environmental, transportation and telecommunications,
just to name a few. Technical standards, environmental issues and intellectual property rights were other aspects of the treaty that were to be addressed. One of the primary purposes
behind implementing NAFTA was so that three hundred sixty million consumers who live in Canada, Mexico and the United States would have a "powerful economic bloc" (Anonymous, 1994, PG).
