half of this decade through the development of faster means of travel and communications toward the establishment of a global economy. I. Background In a press release dated March 19,
1998, the World Trade Organization stated that exports of merchandise and commercial services in 1997 exceeded $6.5 trillion in United States dollars, growing almost ten percent over the previous year
(WTO-Press Release / internat.htm). With the increasing movement toward a global economy, countries have entered into trade and other agreements facilitating the establishment of policies and laws encouraging development
and other aspects of doing business on an international basis. The original General Agreement on Tariffs and Trade (GATT) took effect in February, 1948 (Hinkelman, 1995). The first GATT
was signed in 1947 by twenty-three nations including the United States (WTO-Basics, 1998). The agreement outlined parameters for the formation of an international forum whose purpose was the expansion
of international trade, and it also outlined procedures for the conciliation and resolution of any trade disputes which would arise. By 1993, well over one hundred nations had agreed
to the terms of GATT as full contracting parties, and another twenty-two countries had agreed to various aspects of the treaty (Hinkelman, 1995). Since 1947, GATT members have
held eight meetings to negotiate further issues concerning trade practices and policies. The eighth such meeting, known as the Uruguay Round, began in late 1986 and was concluded in
