area we can look back and see what types of strategies were used how and why. If we consider the way that strategy was formed internationally we can look
at the equation in terms of ends ways and means. There was a desire that there should be peace, and to interfere may extended a conflict, this has been seen
on may occasions. There are also concerns that the way peace is gained should be a lasting one. This will mean an intervention strategy would have longer term impacts for
both Bosnian, with greater interference and a longer time needed to create stability, it would also mean that increased costs and responsibilities would be thrust upon the countries involved in
the intervention. Therefore, when we look at the strategy there are different strategy tried in order to come to the end product of peace. It has been argued that
in the Bosnian conflict a non-intervention policy was followed for too long, resulting in the deaths of many innocent people. It could even be argued that without the media coverage
it, the ethnic cleansing may never have been recognised and without public pressure to intervene the genocide may have continued. Diplomacy has also been criticised as continuing for too
long a period. However diplomacy also provided a continuing back-up and route for peace even during the military intervention. The need for a multifaceted approach was confirmed by White House
Press Secretary Marlin Fitzwater when he stated at a press conference " it must be addressed in all its dimensions if we are to defuse it, contain it, and, in
the end, bring it to an end" (Eagleburger during press conference September 1992). This indicated the end goal. During these talks it was
