the Soviet Union. It still struggles with the economic implications of the collapse of communism and the Soviet Union, and matters for it are further complicated by its location
and history. Only a portion of Azerbaijan officially lies within the confines of Europe; the remainder lies in Asia. It has long been an Islamic area, regardless of
the political ideologies that have been forced upon it by outside forces. Al Qaeda has developed interest in the area since being forced from Afghanistan, and for that reason
the nation is of interest to US military forces. U.S. Military Strategy Equation Lykke (n.d.) reports that "Strategy equals Ends (objectives towards which
