The U.S./Latin American relationship has been tenuous at best throughout most of our history. Our proximity to
Latin American has, of course, necessitated a certain level of involvement there in regard to our foreign policy since our earliest history. Some contend that since the advent of
the so-called New Diplomacy at the end of the nineteenth century the U.S. role in Latin America has grown progressively stronger. While this may have been true throughout the
first part of the twentieth century, our more recent history in regard to foreign policy in Latin America has been considerably less encompassing. The result has been a growing
undercurrent of friction with certain of these countries. That undercurrent is currently becoming more and more pronounced with Venezuela in particular. If the U.S. is to ease this
tension, however, she must refocus on Latin America as a whole and on our overall interactions in in Latin America. Venezuela has recently
raised U.S. ire with her purchase of 10,000 Russian Kalashnikov rifles (AK-47s), Brazilian helicopters and Spanish patrol boats (Becivenga, 2005). Birns and Schaffer (2005) report the intended acquisition of
coast guard boats, frigates and aircraft. The country has also contracted with Russia for $120 million of military helicopters, a purchase that included both attack and assault helicopters in
addition to transport aircraft (Becivenga, 2005). The continual verbal jabs from Venezuelas president, and her tight fisted control on her oil
