policies with regard to WMDs. Discussion The first question is: What elements of democracy tend to promote stability? There was apparently a belief in the Bush administration that it is
possible to promote democracy by force. But forcing people at gunpoint to accept democracy is hardly democratic and, as is clear from the debacle in Iraq, doesnt work. According
to the OAS and its General Secretariat, some of the things that can be done to promoted democracy and stabilize it include "observing elections, advancing sound practices in political financing,
and supporting political party reform and legislative modernization."1 The effort toward democracy will be enhanced if the values espoused by the government are also promoted in society; in addition, "strengthening
decentralization and state modernization, and improving transparency and civil society participation" will also help in the effort.2 Finally, OAS suggests that democracy has a better chance when crises are identified
in their early stages so that action can be taken to defuse them before they become overwhelming.3 A different "take" on how to stabilize democracy comes from Nigeria, which has
been plagued by corrupt governments over many years. Akinola writes that now that Nigeria has democracy once again, the politicians must work to ensure that it survives and operates properly.4
A stable democracy has two sides: "the constitutional aspect, which provides the rules and nature of power relations in written form ... and the human factor, which has to do
with the behaviour of political elites and their supporters."5 Both of these elements must be present if the democracy is to survive.6 The rocky history of Nigeria is helpful in
