"Rule by the people" is the idiom that many Americans think of as a summation of the democratic theory. This assumes that the people have the power, or at
least sufficient input into the governing process, to influence public policy and laws. John Dewey (1966), the great education philosopher, has defined democracy as "associated living, of conjoint, communicated
experience" (p. 87). Dewey believed and reiterated in his book, Democracy And Education, that democracy is primarily a social phenomenon and is political only on the edges.
"Men live in a community by virtue of the things which they have in common; and communication is the way in which they come to possess things in common" (Dewey,
1966, p. 7) The World Trade Organization was instituted to deal with the issues of free trade marketing, agricultural subsidies, the opening of borders for immigration and emigration for
purposes of employment and the need to comply with environmental policies that are associated with globalization and modernization. Globalization has been recognized on many levels, one of which
is the social and political cohesion of disparate countries through common economic and technological goals. The World Trade Organization was established in 1995, and provides a monitoring service for
international trading policies and disputes. Negotiations, however, are conducted in closed sessions which leads to the criticism that the WTO is undemocratic. The organization is a permanent agency
with the United Nations and currently has 142 members (Ellis, 2001). Each member has recourse to decisions made concerning their interests, making the WTO one of the more democratic
